Fuel Station Inspector – the system of fuel issue dispatching and monitoring for the stationary fuel stations and mobile fuel-servicing trucks

General system description

The «FUEL STATION INSPECTOR» is the first and exclusive fully automated system for monitoring the fuel dispensing at fuel stations and mobile fuel-servicing truck in Ukraine. The system is a computer appliance, developed based on INSPECTOR GPS monitoring and fuel consumption control system.

One of the most critical areas in the fuel circulation throughout the company are the fuel and lubricant depots, mobile fuel-servicing truck and fuel dispensers. It is difficult to ensure operational control over the circulation of the fuel, and it is even more difficult to carry out control over the correctness of information entered to resource limit card.

The control system of the fuel supply at fuel stations and mobile fuel-servicing trucks of “FUEL STATION INSPECTOR” alongside with the system of “INSPECTOR” is able to solve this problem at any stage of acceptance prior to the fuel supply for vehicles and obtain information on the fuel circulation in the company (fuel station – fuel-servicing truck – technical equipment) with high accuracy.

The base of the information and accounting system is the identification of each vessel and financially responsible person via e-Smart – card (Fig. 1).

In the diagram (Fig. 2) you can see the fuel metering units and its circulation between the vessels. All the information in real-time is supplied to a central server and becomes available to the dispatcher in a split second.

Resource limit card (Fig. 3) drawn up based the system data can be transferred into the accounting system, for example 1C.

The functional diagram of fuel metering presupposes the presence of checkout equipment on each element of the system. One of the factors of successful implementation of the system is the limitation the fuel issue without an account card. This ensures unrecorded fuel circulation between warehouses and fuel stations of private vehicles or machinery.

One of the common methods of “saving” the fuel for its subsequent stealing is so-called “underfuelling” technique of 1-5%. As a result, “saved” fuel is the fuel for the personal use of the interested parties. The system also allows you to keep track of each filling up to 100 gram. As a result, such methods of “economy” becomes ineffective.

Based on the information system, it is also possible to obtain the current information on the remaining fuel in the tanks, which allows you to plan fuel purchases and fuel circulation between the warehouses.

Principle of the system operation

  • The balance of fuel in the station fuel tanks is fixed by means of fuel level sensors SmartSensor.
  • During the refueling of technical equipment or petrol tank vehicle – the fuel is written off the cards (Smart – card) which are attached to the vehicle and the volume of issued fuel is fixed by means a fuel flow meter.
  • In fact, the fuel issued to the vehicles is fixed by the fuel level sensor SmartSensor installed in the fuel tanks or fuel-servicing truck cistern.

It should be noted that the refueling of vehicles is impossible without Smart-card identification as long as the fuel issue is blocked by the solenoid valve.

Mobile fuel-servicing truck

Scheme of control of fuel dispensing for fuel-servicing truck is shown in Fig. 5.

  • The balance of fuel in the station fuel tanks is fixed with capacitive fuel level sensors SmartSensor (by analogy with the fuel stations).
  • When refueling the vehicles – fuel is written off the cards (Smart – card), which are attached to the vehicle and the volume of issued fuel is fixed by a fuel flow meter.
  • In fact, the fuel received by vehicles is fixed by the fuel level sensor SmartSensor which are installed in the fuel tank of vehicles.

By analogy with the fuel station, the issue of fuel without identification Smart – card is simply impossible.

  • The remaining fuel in tank of the vehicle (the amount of fuel at this point, refueling, fuel draining) is fixed by means of fuel level sensors SmartSensor.
  • You can fuel the vehicles only if you have a Smart – card. Thus, besides fixing the amount of issued fuel by the fuel-servicing truck or fuel station, there will be seen the amount of fuel actually entered into the tank.

Our company uses the communicating meters PPO-25 PPO-40 PPO-100 to meter the issuance of fuel. In addition, we can perform a complex of services on modernization of already existing and installation of a new fuel station based on “AZT Slavutych”, LLC products.
